$250,000 is just a number

Why is $250,000 a holy grail?  Why is it the threshold for the bonus tax?  Why is it where we set the highest marginal tax rate, i.e. why are there not higher tax rates for those earning $500,000, $1,000,000, $5,000,000 etc?

Does anyone have an answer?
